Description of issue:

A prospecting licence was issued to Ibhubesi Ore Exploration in 2006 without the neighbouring landowners being consulted and in the face of strong objections by the MTPA. Prospecting commenced in 2007 but was halted by the DWS as the miner did not have a water use licence. A water use licence was granted in Sept 2019 and the licence has been appealed although the DWS has denied the MTPA the complete licence details despite a PAIA being submitted. The miner advised that he will resume prospecting in Jan 2020 but as yet there is no sign of preparations. This could be because of the appeals and the fact that organisations opposing the prospecting have demanded that the miner produce proof of environmental authorisation but as of yet no proof of authorisation has been produced by the miner. Not only is the site on the borders of the protected area declared in 2017 but it is close to the breeding site of the critically endangered white winged flufftail.
